City of Toronto District Energy Framework

In 2016, we were retained by the Energy and Environment Division at the City of Toronto to complete a review of district energy best practices and policies for municipal governments. The purpose of the study is to inform future policy development by City of Toronto Staff. The main activities in the study were to:

i.)        Research best practices of municipal district energy policies

ii.)       Explain the rationale for district energy

iii.)      Summarize the current state of district energy in Toronto

iv.)      Provide a menu of policy options for CoT staff to consider to realize energy and environmental performance outcomes
