
We were originally engaged to lead a high-level review of opportunities for accelerating the reduction of greenhouse gas emissions in Vancouver through district energy service to the Northeast False Creek (NEFC) area of Vancouver. As part of this review, we considered alternative energy options to serve NEFC alone, as well as much larger fuel switch options for the Central Heat steam plant. This review led to more detailed analysis of opportunities at NEFC, as well as work on a possible fuel switch of the steam network.
Since Creative Energy’s acquisition of Central Heat in early 2014, we have supported Creative Energy as they negotiate a franchise agreement with the City of Vancouver for district energy service to NEFC. The franchise agreement was completed in the summer of 2014 and includes commitments to provide low-carbon energy to new buildings in NEFC, pending key development milestones.
Reshape is currently supporting Creative Energy as they prepare a CPCN application for the NEFC franchise area. The first NEFC customers are expected to be on-line and receiving district heating service in late 2016.
